Patrick’s practice areas include regulatory, environmental, property, land use, state/local government, and government relations. He represents landowners and applicants seeking local, state, and federal permits and authorizations, as well as individuals and groups who are concerned about development proposals near their homes and businesses.
He is an active member of the Natural Resources Section of the South Carolina Bar, presenting “Clean Water Act Wetlands Mitigation as an Economic Development Tool” to the 2023 South Carolina Bar Convention, and “Community Mitigation in Large Transportation Infrastructure Projects Under NEPA” to the USEPA Regional Conference. He has served as an Adjunct Professor at the University of South Carolina Honors College in the Law and Ethics of Conservation and as the Chairman of the Charleston Metro Chamber of Commerce Environmental Technical Committee.
Patrick has received state and federal permits for large transportation infrastructure projects, including the Charleston Harbor Deepening, Hugh Leatherman Terminal, Port Access Road, Inland Port Dillon, and Inland Port Greer. He has co-authored laws and regulations, including the Public Waters Nuisance Abatement Act and the South Carolina Surface Water Withdrawal, Use and Reporting Act. He has served on the South Atlantic Governor’s Task Force and the Charleston, Waccamaw, and Upstate Air Quality Coalitions. He has facilitated the purchase and transfer of 130,000 acres of public conservation land in South Carolina, Georgia, and North Carolina. Patrick is the Managing Member of the Due West Land Company, which provides land consulting services to the renewable energy and wetlands mitigation industries.
Patrick currently serves on the Board of the Carolina Wildlands Foundation and James Island Creek Water Quality Task Force. He is the former Vice Chair for the Center for Birds of Prey in Awendaw, S.C., and is an active member of James Island Presbyterian Church.
Patrick was born and raised in Columbia, SC, and is an Eagle Scout. He earned degrees in history, political science, and philosophy from Presbyterian College in 2001. In 2005, he received a dual law degree from the University of South Carolina School of Law and a Master’s Degree in Environmental Law from Vermont Law School. While at USC School of Law, he served on the President’s Council, as President of the Environmental Law Society, and received the Outstanding Pro Bono Service Award.
